Starting from 01 January 2012, the trade declaration unique reference number (URN) of the newly-created trade declaration documents will be started with '2B' , e.g. 2B30123410000G For new electronic trade declaration documents, the trade declaration unique reference number (URN) starting with '1B' will be valid until 31 January 2012. Road Cargo System Full Implementation – Nov 17, 2011 |

The Road Cargo System (ROCARS) will be fully implemented on November 17, 2011. The law requires shippers or agents to declare road cargo information in advance and give truck drivers the Customs Cargo Reference Number generated by the system. Before arriving at a boundary crossing, truck drivers must provide the Customs Cargo Reference Number and their vehicle registration number. Otherwise, the driver will contravene the law.
